Englewood Cliffs Fire Simulcast

While monitoring a minor partial collapse of the municipal parking garage today, I heard mention from the dispatch side of things about a "UHF fire simulcast" with a noticable difference in audio signal and quality on the VHF (154.355) side.

Anyone with info on this???
