NSWC Crane Assists in Installation of Enhanced Navy-wide Communications System


Naval Surface Warfare Center, Crane Division (NSWC Crane) recently assisted Navy Region Europe, Africa and Southwest Asia (EURAFSWA) in the installations of a new first response communications capability that will facilitate ongoing anti-terrorism and force protection missions.

Enterprise Land Mobile Radio (ELMR) was installed throughout all European naval bases, providing a secure and reliable means of communication. ELMR will primarily be used for quick, coordinated responses to day-to-day incidents, but can also accommodate the capability and flexibility needed for emergency situations.

A key element to a quick response in an emergency situation is an effective communications system. ELMR will allow for a coordinated response between first responders and provide centralized communication capabilities via handheld units, mobile and base stations. This will expedite relief efforts such as evacuation and rescue efforts as well as facilitate humanitarian aid.

A digital, encrypted system, ELMR is being implemented Navy-wide and will eventually interconnect all Navy sites onto one comprehensive communications network. The system in Europe is the first to be fielded and is the first ever fielded system of its kind.

Previously, bases operated almost entirely on conventional, analog, unencrypted radio transmissions. This caused conversations to be poor in sound quality, accessible to anyone with a basic radio scanner, limited in range and separated into fixed radio channels. ELMR will address these issues, offering a secure, high quality and long range communications network that can adapt its user talk-groups for any given situation.

“ELMR technology addresses the critical shortcomings of using separate radio infrastructures – a practice that has been repeatedly proven to be inadequate,” said NSWC Crane employee, Roger Taake. “The merits of this new technology can be seen from after-action reports of the 2007 Minnesota I-35 bridge collapse in Minneapolis. In this instance, the communications system was widely praised for its ability to help coordinate numerous response forces. More than 16,000 radios were activated and 27,000 radio calls placed in a one-hour span.”

NSWC Crane’s Strategic Missions Center assisted with ELMR’s design, procurement and implementation as well as provided a technical data package that guided the implementation of the technology. Two employees worked onsite at Naval Support Activity (NSA) Naples, offering acquisition and engineering guidance for the project.

In addition to managing initial surveys and system designs, NSWC Crane is currently responsible for the purchase and installation contracts as well as continued technical support. Future support will include lifecycle support of the newly-fielded ELMR systems, assisting with the expansion into other naval facilities and upgrading current communication infrastructures.

ELMR’s hardware, software and data connections, as well as the policies, procedures and facilities that support the equipment are all certified to U.S. Navy standards. Planning for installations at five other sites throughout Europe and the Middle East is currently underway.

The National Enterprise Land Mobile Radio program consists of implementing a P25 Land Mobile Radio (LMR) system to support the Navy's first responders.
The ELMR System supports
Navy Region Northwest (NRNW).
Navy Region Southwest (NRSW).
Navy Region Midwest (NRMW).
Navy Region South (NRSO).
Navy Region Southeast (NRSE).
Navy Region Mid-Atlantic (NRMA).

The ELMR System will also provide Dispatch Sites, Network Management Sites, Key Management Sites, and Interoperability equipment. The six regions will be controlled by Zone Cores located in NRSW, NRNW, NRMW, and NRSE at the Network Switching Centers (NSC). The NSCs will be located at these facilities:. Naval Air Station (NAS) Jacksonville, supporting NRSE and NRSO. Naval Support Activity (NSA) Crane, supporting NRMA and NRMW. Naval Base (NB) Pt. Loma, supporting NRSW. NB Kitsap - Bangor, supporting NRNW Additionally, ELMR will also support two National Dispatch Centers (NDC) located at these facilities:. NB San Diego. NAS JacksonvilleDispatch, Network/System Management and Key Management will be located at the two NDCs. Each of the centers will be fully capable of assuming the duties of the other as required. Each Navy facility supported by ELMR will also have local dispatch equipment and interoperability equipment. This equipment will be used to support local operations and provide communications between the ELMR System and local agencies.

I'm sure users of the system are happy that they can hear Europe or wherever, but can't talk to agencies outside their gate. NWS Earle established full time patches on 3 Monmouth Co. channels, once they go past the range of the system they're useless. I believe they still have VHF radios. Joint Base MDL is going 380 at the end of the year, Fire is trying to get APX 7000 radios so they can have the base and neighboring 500 systems in one radio.
