First of all how much are you looking to spend? Also how new are you to scanning/radios?

If you are in the Vancouver area you will need a trunking scanner to pick up most of the excitement. The Vancouver Trunking system is digital and analog and the digital talkgroups are unable to be scanned at this time. The only talkgroups that are analog are Fire, so you could still hare fire calls in the city.

A good simple inexpensive Trunking scanner would be the Pro-164
RadioShack PRO-164 1000-Channel Handheld Scanner : Handheld Scanners | RadioShack.com

Otherwise another great choice for would be the Pro-106 although the price tag is a little higher
RadioShack PRO-106 39,000-Channel Digital Handheld Scanner : Handheld Scanners | RadioShack.com

These can also be found on the Classifieds for a reasonable price

Hope this helps, feel free to ask more questions.
