Erie Airport Scrambling?

I'm hearing lots of static on the Erie Airport Maintenance/Police frequency of 154.98. This started about a week ago. Could it be scrambling, or maybe a result of narrowbanding somehow? Very annoying to listen to. Why would they pay to scramble this frequency?

Changed the antenna location perhaps? Dropped the transmitter power perhaps? How far are you from the airport? They don't waste power by spraying their signal outside the desired reception area.

Actually they said they increased power to cover a longer runway. I drove around and the static is the same loudness everywhere. Sounds like transmissions going on and off. Is there a type of scrambling that sounds like this?

I tried my 396T and they do come in clear. Any suggestions for the best base and mobile digital scanners?

154.98 went digital, not encrypted. I'm using a BCD996T

I'm getting a BCD996XT tomorrow. Can you give me any tips on how to use it in the Erie area? I have a BC396T - I assume it's similar?

I haven't found much digital in Erie. I have used it to monitor the Ohio MARCS system. I'm not too familiar with the digital settings. Been using it for mil air.

Scnrfrq: (It's ScanningEriePA) I do not know of any other digital comms here in Erie, and I'm always scanning around the bands. Sorry I couldn't help you with 154.98, I guess I'm outside the coverage range because I've been parked on it for a long time and not heard anything.

There are some digital stations in Canada we can pick up. Bell Fleetnet - Ontario Provincial is one I have received.
