Error Loading Mp3

I have the scanner connected to the line in on back of my pc, Scanner cast is running but i dont have any audio and the feed says it still offline. I am using a mono cable from scanner to pc. I have the mp3 bitrate set to 16 bits/seconds. The server port is set on 5700 do I need to change that or leave it at default. Does the max clients need to be set to any number?

Have you configured SC through RR/Icecast setup?

Stream itself seems to be working okay but the audio level sounds like it's a little too hot. The clipping is making it hard to understand what they are saying.

I figured what i was doing wrong I overlooked a couple things that I needed to fill out, Is the audio better now it seems better to me. Feedback is appreciated.
