Error Message

I keep getting a error message while trying to update my 396T that says to make sure my PC interface cable and the AC power is plugged in. They are both. I know the PC interface cable works because i can still use BC tool and I know the AC power works because it turns on without batteries. Any suggestions i have tried everything. Thanks
