ERS-OCI as a Statewide system?

Why can we not get the ERS-OCI system, with approx, 30+ sites across state, as a "statewide" system (at bottom of the Indiana State page) but we can have J & R Towers there with only 2 sites across the state?

Doesn't make sense, unless someone can explain it to me....

I will work on the J&R one today look like mistake made in set up as its not a statewide,... At least not yet .. ERS OCI is not statewide as of yet, though it does cover a rather large area with more planned in the future, possibly even statewide coverage in the works.
