I have tried the dispatch / car to car 854.38750 but never hear anything...is there a different freq that they are using?

Try channel 5 patrol (852.600). That always seems to be most active. I'm hearing them on there now.

I know I have all their channels programmed in but very rarely hear them. I'm sure is has to do with the fact that Newark Police are taking up most of my scanning traffic. Next time I get a Essex County Sheriff hit I will make note of what frequency it is.
