explain MARCS to me

I understand its digital, and that for example a patrol car in Cleveland can patch to a car in Cinci. So I am trying to figure out what all I would be able to hear on it, like for example would I be able to put in a talk group for Cinci and hear it here in Newark? I am very confused about how it all works.

That is not how the system works. You would only hear a unit from Cincinnati if it was affiliated with the tower you are monitoring.
