Ext. Freq. Not Working

I have a Uniden BC296D. When I try to program the new California Highway Patrol Mobile/Primary/Alternate 700 freq. into the scanner it states, Invalid Frequency. Why am I having this problem?

The BC296D does not have 700 MHz coverage.
