Not if the volume level of the scanner varies. The speaker just reproduces what it hears.

Try AGC or Volume Offset on the scanner.

So what do the numbers in the volume offset mean in Sentinel -3 -2 -1 0 +1 +2 +3

Negative numbers drop the standard volume 1 to 3 steps, and + numbers increase volume on that channel.
