Extreme Newbie Question

I am VERY new to scanning but I have a friend who is working in West Valley for the Los Angeles Police Department. I bought a PRO-96 so I can hear both sides of the conversations that go on and the calls they are dispatched to etc.

I took it out of the box and for a couple hours it seemed to get one side of the conversation but I never heard my friend on the radio and I got a text msg saying they were indeed on the radio on 484.9375.

I seem to only hear one side of the conversation and I was wondering how can I get my PRO-96 to get both sides of the conversation.

Again, I know VERY little so please bear with me and THANK YOU!!!!!

You probably need a better antenna to be able to pick up the weaker signals. How far away from LA are you? Does your reception improve if you go outside? Are you sure your squelch is adjusted properly? Too much squelch would keep you from hearing weaker signals...round 12 o'clock is a good starting point.
