Flight Check. Probably checking a ground navigation system for accuracy. I've been on those to check ILS, TACAN and GCA accuracy.

Agree with AI7PM. Looks like a 45nm radius around the Tar River VORTAC (TYI).

It already has one note:
Remarks
1. VOR UNUSBL 253-257 BYD 40 NM; 299-318 BYD 40 NM.

Probably verifying those are still the only unusable sectors. Also checks of some of the airways on radials from this VORTAC.
