Failed Barix instreamer

Hello. I am in need of help with an instreamer network IP Encoder that does not boot or report and IP address

The unit does not get an IP address from DHCP.
The LED is blinking cycle is 3x red alone, then Alternate red/green 5x. I have attempted the Serial rescue batch file with both v4.02 and v4.05 firmware to no avail. I did also attempt to assign an IP address with

ARP -s <IP> <MAC>
then
Code:
telnet <IP> 1
It also did not help. I did notice that the Network activity lights drop out shortly after plugging in the power supply. If I allow the unit to continue start like this, eventually the red/green light cycles will end and it will just flash green at about 1 blink per second. What else can I do to recover this unit?

Not really familiar with this sort of device, but I'll toss out a few suggestions, and then throw it over to the technical manual, which doesn't exactly say too much about blinking LED lights for trouble codes, so there is only a few possible scenarios to get blinking lights.

First. Try a different power supply for it, make sure it has enough amps to power the device, whatever the device calls for. Not sure, the manual doesn't specify, but in the pictures, it looks like a USB-C connector. I could be wrong though.

Second. Try a different network cable and port on your switch. Make sure if you did a reset, you have DHCP enabled on your network, one of the potential trouble blinks was for no IP address assignment from DHCP, which I would assume might happen if for some reason the device lost its settings, or you did a factory reset or something.

Anyways, here is the manual I found, towards the end you'll find the trouble codes on the blinking lights, but they don't offer many possibilities, so it honestly could be dead hardware, bad power adapter, no network for any of the aforementioned reasons, just dead ethernet port on the device itself, IP address conflict, MAC address issue, or maybe corrupt firmware.
