I heard that this was a jumper off the bridge, and was currently in the water refusing to come out, is that what you are hearing?

nope it was people or a person falling thru the ice. Its normal when there is a thaw around here. Soon you will hear em out on the bay as well and have to bring the Coat Guard's Helo(s). It inevitable since it happens all the time.
