False ENC Detection at Transmission End

While listening to Denver's new P25 system I noticed my scanner wasn't keeping the delay at the end of each transmission. I did a hold on one of the talkgroups and noticed "ENC" is showing on the display at the end of each transmission. When the scanner detects something it thinks as ENC the scanner immediately skips the channel and moves on scanning.

I did a channel hold and took a video of this issue in action. This is clearly not ENC activity:

Still having the same issue today. It only appears with Denver's talkgroups, I suspect it may have something to do with the way they are patching voice traffic from their EDACS system (EDACS unit IDs carry over to P25 as the last 3-4 digits).

If the transmission originates from a radio on the actual system this doesn't happen (i.e. West Metro Fire).
