Falsing Possible On BCD996XT

I am just wondering how likely falsing is on the Uniden Bearcat BCD996XT. Here is the scenarios. I live near Saint Paul Minnesota. One of the local broadcasters is KSTP. One of their frequencies is 166.2500 mHz. I have monitored them for years using 94.8 hZ. I have heard them use that analog PL tone as recent as a few days ago. Most recently, however, while doing a check of frequencies in that area, I have gotten hits on my History Log on 166.2500 with NAC Code 001. I suppose the most likely answer is that they are using Motorola equipment that works in BOTH analog AND P25 mode. While I guess that is possible, I don't hear very many private sector users on P25. Anyway, for those of you familiar with how the 996XT works, could I somehow be getting false decoding? Honestly, I haven't knowingly had ANY other false decoding with APCO P25 on the BCD996XT that I am aware of. Also, to the best of my knowledge there are NO users adjacent to 166.250 using NAC Code 0001.
