The POC in FCC records, Wexford Capital, is also the POC for KFS in Point Reyes, CA. which is run by volunteers. Maybe they are going to put WLO back on the air as a "commemorative" station like KFS. Wexford is in Bartow, FL. I may give them a call and ask them what is going on. BTW, as I'm typing this at 0015Z, WLO is on the air on 8.788 female voice, automated, testing.
