With the buyout of Nextel, will the rebanding still take place? I have read that Verizon will move Nextel up to 1.9 GHz, so the rebanding wouldn't be needed.

Rebanding is still on. So is Nextel 800 MHz. Mobile Radio Technology said Motorla is also a big winner in the Sprint/Nextel merger. New orders have been placed with Motorola and an extension of the iDEN contract for 3 years that can be extended. Also a post of a new handset from Motorola for Nextel that has four levels of priorty and even an emergency button for public safety. It also can operate simplex when it gets out of service area.

Even if Sprint/Nextel was not going to not only use, but expand the nextel 800 infrastructure, the frequencies would be sold by nextel to companies that would keep them on the air and thus interference would still be there. Nextel uses low power base stations, if they sell the 800 spectrum the purchasers could go into SMR type operatons that use high power thus ending up with more interference.
