I have been monitoring this frequency for quiet a while with no activity. What does the units column of this record indicate?
How many mobile radios the owner has purchased?
Is it possible that a license was issued but no radios have been purchased yet?

It's the number of mobile/portable radios they were licensed for. It does not reflect how many they purchased. It's just them saying "I'm going to use this frequency with this many radios". Has to do with channel loading and getting a rough idea of how much traffic will be on those channels.

It's entirely possible that the license was issued, but radios have not been purchased. If you are not hearing anything, there could be many reasons. At only 5 watts, they won't have a lot of range. It is showing the following emission designators:
11K2F3E - narrow band analog
8K30F1D and F1E - NXDN wide voice/data
4K00F1E and F1D - NXDN narrow voice/data

Could be running encryption also on NXDN.

Does this license have anything with class "FB"? That would be a repeater, which you would definitely want to monitor. If this license is just for portable simplex, you would have to be fairly close to hear anything.

How far away are you from the location while monitoring with your scanner, assuming this is for a fixed location?

FB is a Base station - not a repeater
FB2, FB4, FB6, FB8 are Repeaters
Does this license have anything with class "FB"? That would be a repeater, which you would definitely want to monitor. If this license is just for portable simplex, you would have to be fairly close to hear anything.

How far away are you from the location while monitoring with your scanner, assuming this is for a fixed location?

I agree and the OP would need to be close-by to hear them.
My experience is best time to listen is when parents/bus's are picking up and dropping off, or when you hear the FD enroute for a fire-alarm [evacuation] - otherwise not much use occurs daily [YMMV tho]
Licensed to the school system and shows the 8 km radius of operation. Probably only handhelds.

The record indicates the radios are mobile. I'm about four miles from the school. I have also monitored while very close to the school when picking up my daughter. I get traffic on MURS frequencies only. The HT they use are related to bus operations. I think it's likely no radios have been purchased.

The record indicates the radios are mobile.

The MO station class just means it's not a fixed radio. Doesn't indicate that it's a mobile mount radio, as in a vehicle. It's very likely hand held radios, especially with the 5 watt limitation.

A 5 watt radio with the stock flexible antenna and no repeater won't result in much range. If they are used inside the building, even less range. Utilized by inexperienced users (radio held sideways, used at hip level with speaker mic, etc), even less range.
And considering it's NXDN, and a very low level encryption is included in the standard radio, coupled with it being licensed to a school where they are likely discussing students, encryption would not be out of the question, and ideally should be used.
