I looked up an FCC license and it shows that the type is FB2.. Does this mean Fixed location 2?

Also, Power of Location 3 is 50 output and 100 max. Which one of these do you go by to actually determine the actual ouput power, I know the two vary but which one is actual power, The output or the max?
I know MO is Mobile, FXO is Operation Directional Fixed but I'm not sure what FB2 is.. Can anyone help?
