For license study purposes, you would be better off with either the ARRL or Gordon West License Study guides. Practical (non-federalize) discussions related to proper and legal operating are well discussed - along with the license pool question. That will put you on the right track.
I would agree with that, for the purpose of studying to get your ticket.
It's not a bad idea to have a copy of all of Part 97 around, to refer to on occasion when you need to clarify something esoteric or seldom encountered, but it's about 65 separate files and half a MB of fine-print text. Kind of like buying a King James Bible or the entire Written Torah to study for a "Ten Commandments" test.

2009 version of Part 97 is online at
2009 CFR Title 47, Volume 5 with text or pdf versions of each sub-part.
Back when I was alive in the late 80s, I used the
Gordon West material which helped me coast through the Novice, Technician, and General tests all in one day with flying colors. Never did get my code speed up to the General class requirement though, but that's moot now anyway.
