Is there a way to search the FCC database and figure out what frequency/entity has the highest ERP within a given county/state?

Not on the FCC web site. Maybe somebody else downloads FCC data and extracts it so it can be sorted by any field in the database but I haven't seen anything like that.
That's usually a function of a paid FCC database service.
FCC can be downloaded and you can create your own DB from the files, they are updated weekly and are available HERE
