FDNY MDT Frequencies

I have read on some old threads here that FDNY uses 5 frequencies for their MDTs (and at the point that the threads are from, they had just switched to using the RD-LAP 19.2kbps protocol) (ULS License - Public Safety/Spec Emerg, 806-821/851-866 MHz, Conv. License - WPBG281 - CITY OF NEW YORK - Frequencies Summary).

Does anyone have more information as to how the use of the 5 frequencies is divided up? Borough? EMS vs Fire? Something else?

Even just listening to the sound of the digital data some frequencies are significantly clearer and/also are more active than others.

Since theres 5 frequencies, id take an educated guess and say each frequency is its own borough.

I don't think I would put a lot of faith in the 1:1 there. Since it's a computer system the equipment likely chooses the strongest signal and locks on to that. The protocol is 19200 baud RDLAP and the modems are likely Motorola VRM850's.
