FDSO simulcast

I was in Fond du Lac County earlier this evening, and I discovered that FDSO1 (155.625 PL 186.2) and FDSO2 (155.010 PL 71.9) were simulcasts of each other.
Upon inspection of their license: <a href=ULS License - Public Safety Pool, Conventional License - WQJZ768 - FOND DU LAC, COUNTY OF>WQJZ768</a>, I see that 155.010 and its input frequency (156.015) are licensed for emission modes 11K2F3E, 8K10F1E, and 8K70D1W, while 155.625 and its input frequency (156.090) are only licensed for 11K2F3E.

This reminds me of when the Shawano County SO was in their final days of analog, and traffic from SWSO1 (159.090 PL 85.4) was simulcast onto 151.385 CSQ. Then one day 151.385 went P25 and 159.090 went silent and was deleted off of the license soon after. Any idea why Fondy County is simulcasting like this? Is something similar in the works?

I monitored a similar scenario when I was located in DeKalb Co. Ill. The primary dispatch channel for sheriff on 154.86 and municipal dispatch (Sycamore, Genoa) on 155.64 suddenly were being simulcasted on both frequencies. Eventually the county implemented a new p25 700mhz trunking system. The muni channel went silent first and gradually all traffic on the sheriff channel went silent too. Not sure what Fondy is up to, but as you probably know that most law traffic in that region is digital either via conventional or trunking.

When FDSO took over dispatching for the City of Ripon on June 1 of last year, they started using the FDSO Event channel 155.010 (71.9) as the Ripon PD dispatch channel. Shortly thereafter, and most of the time, but not always, they started patching that together with FDSO dispatch 155.625 (186.2).

City of Ripon Fire and EMS are also now dispatched on the county's frequencies. I have not heard anything on Ripon's (now former) dispatch channels (154.815 127.3 Ripon PD, 154.235 D371 Ripon Fire/EMS, 155.775 136.5 Ripon pagers) since the switchover.

I know the county has the capability of going digital on 155.010 (NAC 200), but in my monitoring, I have not heard them use it much. My guess is that FDSO going full-on digital is just a guess. But if someone with more knowledge wants to chime in, I'd love to hear it...
