It would not surprise me if NTIA and DOD got together and started spreading out. The NTIA VHF spectrum is saturated in many areas, just like Part 90 for us plebs.

I have not seen cross-pollination like that, but there's gotta be a first time for everything...

I know there are National Guard units from several states deployed along the border. Perhaps there is multicasting/linking of the Border Patrol repeater to a National Guard/military frequency at a different location?? Just a shot in the dark.
