Back in December of 2019 , before the world went to heck, I visited my brother for Christmas, and picked up Dmr on the 400mhz band, usually where I pick up some blm/usfs or p25 stuff, in west Jordan , a little high to where u can pick up alot throughout the valley.

408.1375
405.8625
406.5375

I'm sure there's more, any ideas on what these might be, I know other areas it post office or other Federal communications

Veterans Affairs Hospital? They use P25 and DMR around here. GSA has also started using DMR more since it's cheaper and more widely adopted with federal agencies now.

408.1375 and 406.5375 are still in use (DMR), not sure about 405.8625. 406.5375, I have a note it may be a maint channel. 408.1375, I have notes about of multiple users needing forklifts to move pallets.

I would go with USPS, since
a. atleast frequencies have been reported in the past [other areas] as USPS
b. Sorting facilities [google] seem to be listed for both Provo and SLC

405.8625 is below the "Common" 406-420 LMR bands, but there are/have been many exceptions

There have been some users found/documented below 406 that were running LMR

One example is the "Great White Whale" - See Sept 2009 Monitoring Times - Federal Section

Wrong link? That system does not go below 406 MHz.

Before they became "Federal Protective Service" under DHS - they were GSA Police
FPS has responsibility for security & law enforcement on most federal properties, especially anything GSA owns or leases. They used to be part of GSA, but are now part of DHS. (Currently under ICE, but were part of NPPD.)

FPS has separate comms than GSA, and are fairly well documented. (Also, they use P25 rather than DMR.)
