as a tourist I maybe wrong, but that would not be a FEDERAL Agency in my understanding

Think of the DC Convention Center as an empty venue. Events rent it for major events (like the Inaugural balls). Each Inauguration there are several balls held throughout the city.

Correct, so they (Convention Center) would have their own Part 90 frequencies if they use radios.

Not NTIA Federal assignments. So that Frequency and Tone then is 100% NOT the Convention Center, you are alluding to it being someone who rented the facility, which does bring us back to the Original Question, especially since it has been heard outside of Inaugural Season

I you sure it's going to be NXDN. When I deliver to Federal Reserve in Richmond they use DMR.

I assume that the payment for the rental comes from the Republican Inaugural Committee. They just pay the bill and make sure the appropriate people receive tickets. Frequencies would be used by local agencies who need to be there for the event. Those same locals routinely use those frequencies other times, though they may dust off some reserves for the increase workload during those events.
