More searching has uncovered the following. It appears that there is a frequency hopping radio system on 415.1625, 415.250, 415.5625. The 415.250 was used as a stand alone simplex system years ago by a certain federal institution that really isn't a U.S. federal government office. I'll leave it at that lets just say. Take a listen to the above frequencies and see if there are more to be uncovered.
