If the ones in the database for your area don't work you will most likely have to find them yourself by searching the federal bands over long periods of time.
It's not like listening to local public safety and businesses frequencies.
Most fed frequencies can be dead for a long time then suddenly come to life for brief periods or more.

Check the links in the wiki https://wiki.radioreference.com/index.php/Federal_(TX)#Northwest_Texas and see if any are active. You might also program the ones from other areas of the state. Many are used in multiple locations or are the same nationwide. Also check the links at https://wiki.radioreference.com/index.php/Common_Frequencies#Federal_Government.

As Tom posted, spend time in SEARCH mode.

Federal Activity is not like listening to your PD/FD/EMS

Activity comes, Activity goes.

Search 138-144, 148-150.8, 162-174, 380-400, 400-420
Give it a month then post back what you caught
Is there any that actually work in Abilene?
