Are all the federal frequencies the same through out the nation? In other words do the use a common channel for there ops or does it vary in each state?

Some of each. Just depends. Some federal frequencies are standard use nationwide, others are consistently used by the same agency but for different purposes at different locations, and others are entirely unique to an agency/location/use.
