Federal IWN for TX

Saw the page that has the freqs for the DOJ - IWN and was wondering if it was up and running yet for the N TX area or TX statewide? Has anyone heard anything on these yet?

I had heard at one time they had installed a site in El Paso already... but didn't see it listed here

But, the last I heard the project was pretty much dead. See here.

The El Paso County page doesn't have much...
