does federal law consider provoice systems as a scambled communication? technically it's not encypted, but you can use dsd to decode it I'm wondering because my local system is on provoice,and i do decode it, was wondering if this is illegal by chance...

ProVoice is not scrambling or encryption. It is just a digital system which, for whatever reason, a scanner has not yet been designed to receive it. It "can" be received with DSD and a scanner with a discriminator tap.

i do use dsd with a tap just making sure im in the green so basically its just the way the radio receives the signal correct? also why does the control channel make that weird noise all the time? so i know with encryption you hear nothing so would you hear anything if it was scrambled?
