Super Bowl opened up a lot of Interoperability freqs. Local LE couldn't talk to Feds. None of the local LE in Miami is encrypted except 1 group of SWAT Narc freqs and all the Fire is in the clear including my agency.

Super Bowl is a whole different story, lots of interoperability stuff.
There is only one normally clear agency in my area, from my experience, besides the VA. Most of the P25 stuff is ENC, besides a few stragglers that fall through and sometimes dispatch. I'm sure this varies depending on location too, JAX could be a totally different story, just how it seems to be way different in NC. I guess it also depends on what everyone's idea of clear is.
I'm not sure where you stayed, but maybe there are areas that have much less encryption than here. There's definitely stuff to listen to, but compared to what exists, it's a small portion IME
