I did a quick search (cause my dinner is on the table) and the freq only has 2 listings in the state of Ohio and they are both part of trunked systems. If your hearing traffic, it might be a voice channel. from either of these systems

The Trunked Systems you listed are multi-state systems, both sites mentioned that have that freq are not in Ohio.

That frequency has many users across the country, besides the two systems mentioned above, including 78th Division for mobilization training, USPS (DMR), Federal Protective Service, Naval Weapons station Waco TX EDACS, and Fort Polk Louisiana.

Unless someone local can get a NAC and/or radio IDs, and maybe some description of the traffic, it would just be guessing as to who it might be.

As N1GAW mentions w/o the NAC it is just a WAG and throwing things at the wall to see what fits/sticks.
Prev known users (in other states) have been Dept of State, Bureau of Prisons, Dept of Energy, Federal Protective Service, US Postal (Not PIS)
and the US Army

since the Pro96 will do P25 but not display the NAC, you still maybe able to ID the user by the traffic heard.
What are you typically hearing for conversations ?

That is a variety of conversations, but FEDS don't handle state buildings.

Building Security type (IMHO) traffic sounds nothing like Correctional traffic, especially the FBoP
keep listening, especially since it is currently in the CLR

FWIW, I updated W-P last fall. Although I did copy W-P ~90 miles away at my QTH in Indiana, W-P is nowhere near Cleveland.
thankyou

If we're throwing stuff at the wall to see what sticks, this looks promising... Federal, same freq band, in Cleveland, and unencrypted.

thankyou

Thanks, so basically confirming that this is 100% NOT Wright-Patterson, so the hunt continues, till someone local can get the NAC and RID's
No, otherwise it would've been listed already. My comment was basically saying that the W-P info was current as of Fall '21.

Back in 2009 ChrisP stated on his website that it's the John Glenn Research Center in Cleveland.
