Has anyone been able to capture the Federal Reserve Police in Phoenix? They are part of the 12th Federal Reserve District and I assume that they may be on 166.73750 MHz [the San Francisco channel]. I haven't heard anything so either they are encrypted or on another frequency.

I know where the facility is at, but sitting in their parking lot trying to do a "Close Call" capture is likely to lead to a lot of unwanted official inquiries.

The Federal Reserves can be tricky, as they tend to each do their own thing. Some are VHF, some UHF, some analog, some P-25 and DMR, etc.

You might check their UHF channels I have found in the past. 406.6626 MHz is a common frequency used by Federal Reserve facilities across the country, along with 410.4875, 413.9250 and 415.6625.

Plus they often don't talk that much...
