FEMA 1 sided conversation

Hi guys, FEMA just hit me at 143.600 fm PL 71.9 . .. I am only hearing 1 side with 5 strong bars Is there an office near Portsmouth NH? Or is that in input but the office is close to me transmitting to the repeater? Thx, Ron
