What makes you think they routinely use radios? Do you see antenna on the building's roof, and/or on gov't vehicles there?
There is what appears to be a new 400mhz trs being ready to be brought online in the winchester area, not totally sure, try the following freqs: 408.2250, 408.2750, 408.4625, 408.5250, 408.5375, 408.6250, 409.0500.
All that I have heard on these freqs for about 6 months is strong white noise, but I get at least 3 bars on each, there is also the same traffic for several freqs in the 417 mhz range which appear to be inputs.

Not a clue, if you are in the area and have your scanner with you try tuning to each freq, they all are sounding what sounds like white noise but I am getting at least 3 bars outside of town, each freq has been transmitting in this matter nonstop for at least 6 months.
What makes you think they don't use radios? No, I didn't see any antennas on or around the building, but what they have plenty of area LOT of PTZ camera housings. I'm not going to hide in the field with some 20x80 binoculars in a Gillie suit. Where I work, they have a repeater for our building and there are no antennas (well, there are microwave dishes but that's something else) on our roof. I don't know for sure about the vehicles since there it s a "no trespassing" sign as you drive up to the building and a guard right there, I'm not going to wander around the parking lot and look in all the cars with DHS plates.
I used a 796d, a 996t, and a pro-2055 and got the same results. I haven't searched those freqs while I am in town but live about 8 miles outside of Winchester and pick them up with the rooftop antenna. It's just a guess that this system is in Winchester, it might well be in Martinsburg or another nearby area. A new freq being tested to tune in to is 165.2875, ATF, have recently heard radio techs in the open P25 with full bars, even close call hits! Might be related to all the new stuff the feds are putting out here.
I will plug in 407.9000 and see what I hear, hopefully it's a repeater.
yep, it might be a shared system, and for all I know it is already active and is just using some exotic trunking or other method that can't easily be monitored. Another thing to consider is that these facilities are using private contractors for security, etc. and they might have frequencies licensed to them specifically that aren't in the federal bands. happy hunting!
My database shows a few of the frequencies assigned to the White House for spread spectrum frequency hopping.

Did the Gov't Build the Bldg or is it a Long-term Lease/Rental?
Thoughts would be
a.) Private Contract Guards
b.) Federal Protective Service [GSA Police]
c.) Almost any other option.
Since it's the NPC , I would got with Option A vs anything else.
