I'm sorry but don't have the frequencies however now I know what that building is used for. Was down there several weeks ago and saw employees exiting at quiting time with id badges around their necks. Thanks for the information.

Anyone have any frequencies for the new FEMA building north of Winchester on RT11 near the new Lowe's, Target and Chick-fil-A?

What makes you think they routinely use radios? Do you see antenna on the building's roof, and/or on gov't vehicles there?

What makes you think they don't use radios? No, I didn't see any antennas on or around the building, but what they have plenty of area LOT of PTZ camera housings. I'm not going to hide in the field with some 20x80 binoculars in a Gillie suit. Where I work, they have a repeater for our building and there are no antennas (well, there are microwave dishes but that's something else) on our roof. I don't know for sure about the vehicles since there it s a "no trespassing" sign as you drive up to the building and a guard right there, I'm not going to wander around the parking lot and look in all the cars with DHS plates.

There is what appears to be a new 400mhz trs being ready to be brought online in the winchester area, not totally sure, try the following freqs: 408.2250, 408.2750, 408.4625, 408.5250, 408.5375, 408.6250, 409.0500.

All that I have heard on these freqs for about 6 months is strong white noise, but I get at least 3 bars on each, there is also the same traffic for several freqs in the 417 mhz range which appear to be inputs.

Could be them and/or for the new FBI building that is supposed to be built somewhere in the area.

yep, it might be a shared system, and for all I know it is already active and is just using some exotic trunking or other method that can't easily be monitored. Another thing to consider is that these facilities are using private contractors for security, etc. and they might have frequencies licensed to them specifically that aren't in the federal bands. happy hunting!

do you know if any of these might be the CC?

Not a clue, if you are in the area and have your scanner with you try tuning to each freq, they all are sounding what sounds like white noise but I am getting at least 3 bars outside of town, each freq has been transmitting in this matter nonstop for at least 6 months.

Thanks. I'll being go through Winchester today, so I'll look. "Outside Winchester", is this near that area?

below is what I got today using a very low gain antenna (didn't bring any other to work) in search mode for only conventional non-trunked:

Costco Parking Lot - Winchester

All were less than 1 bar on the scanner and all sounded like white noise (except for the one labeled)

408.275
408.4625
409.050
414.575
417.275
422.700
427.625
434.175
439.325
400.8625 - Pager?
402.1875

Corner of Weems Lane and Loudoun Street

All were less than 1 bar (unless labeled) on the scanner and all sounded like white noise.

408.225
408.275
408.4625
408.525 (+1)
417.275 (+1)
418.0125
422.700
422.800
427.625
430.925
434.0125

Lowe's Parking Lot off RT11N Outside Winchester

All were less than 1 bar (unless labeled) on the scanner and all sounded like white noise.

404.4125
408.4625
409.050 +1~+3, sounded like data in the background
410.0125
412.0125
414.575
417.275, sounded like data in the background
418.8625 +1~+2
422.700
427.625
430.975
434.175
439.325

Interesting part:

When I was doing a search for only CCs, I noticed the meter peg out on 407.900 then went on. So I then went to the other search mode and got a lot of P25 traffic. Half was encrypted and was not. Was not able to tell if was repeated or not. Heard someone mention "Lima Charlie", not sure what that was in reference to. Unit numbers were 2xx. To me, it seems like this might be this facility.

EDIT: What scanners is everyone using to hear these? I think a few might be birdies? I was using a 396T.

I used a 796d, a 996t, and a pro-2055 and got the same results. I haven't searched those freqs while I am in town but live about 8 miles outside of Winchester and pick them up with the rooftop antenna. It's just a guess that this system is in Winchester, it might well be in Martinsburg or another nearby area. A new freq being tested to tune in to is 165.2875, ATF, have recently heard radio techs in the open P25 with full bars, even close call hits! Might be related to all the new stuff the feds are putting out here.

I will plug in 407.9000 and see what I hear, hopefully it's a repeater.

No need to get all defensive, homey. I didn't say that they didn't use radios. The reality is that just because it might be a FEMA operation, it doesn't necessarily mean they have a lot --let alone any-- radio traffic emanating from the place. It's their National Processing Center, If it was some sort of non-black emergency ops center, it would have numerous antennae, just like the rest of them do.

My database shows a few of the frequencies assigned to the White House for spread spectrum frequency hopping.

Did the Gov't Build the Bldg or is it a Long-term Lease/Rental?

Thoughts would be
a.) Private Contract Guards
b.) Federal Protective Service [GSA Police]
c.) Almost any other option.

Since it's the NPC , I would got with Option A vs anything else.

Best of luck hunting, isn't this the fun part :)

Also, the addition of 2,000 federal government jobs during the next few years will add a new dimension to the local economy. The FBI is locating its records management center in in the region, and the Federal Emergency Management Agency is moving its Virginia National Processing Center to the area as well. Although economic development officials aren’t entirely sure how the influx of federal jobs will affect the local economy, their hopes are high. “We don’t fully understand all the spin off from this current activity of the federal agencies, but subcontractors to the federal government and homeland security are certainly within our targeted business categories that we have determined to solicit,” says Bell of The Adams Cos.

I believe they built the building.

With my LP and no amp this is what I get. Both confirm a stronger signal to the west of me.

396 North
408.2250 no static
408.2750 no static
408.4625 no static
408.5250 no static
408.5375 0
408.6250 no static
409.0500 0

996 North
408.2250 0
408.2750 0
408.4625 0
408.5250 no static
408.5375 3
408.6250 0
409.0500 2

396 West
408.2250 no static
408.2750 0
408.4625 0
408.5250 no static
408.5375 0
408.6250 no static
409.0500 0

996 West
408.2250 0
408.2750 1
408.4625 2
408.5250 no static
408.5375 3
408.6250 0
409.0500 2

396 Towards DC
408.2250 no static
408.2750 no static
408.4625 no static
408.5250 no static
408.5375 0
408.6250 no static
409.0500 0

996 Towards DC
408.2250 no static
408.2750 0
408.4625 0
408.5250 0
408.5375 1
408.6250 no static
409.0500 2

1849- Now it seems the signal on 408.225 is in and out, even with the amp, so I don't know how valid the listed signal strengths are for the freq.
