Fighters heard on a FEMA frequency? WTF?

According to reports 139.95 is a FEMA frequency,specifically FEMA
region 10- Seattle. I have in fact heard FEMA traffic in FM mode. on
this frequency.
Today, 5/9/08 at 15:34 pacific time I am hearing military air to air
communications. I haven't heard any callsigns. Just chit chat back
and forth . They were over Seattle just seconds ago. I heard them
talking about passing over the space needle. WTF!? Who are they? Why
are they using a FEMA frequency for air to air communications?

Not to mention the 138-144 MHz band in am mode is a favorite of A-10's and F-16's. It's a common a/a band and it wouldn't surprise me if that wasn't one of their particular unit's air to air frequency. A lot of the freqs these days are shared.

It happens in southern California too, the aircraft show up in AM mode on some of the primary FM channels in use at local bases.

Think about it. Military wants to use a frequency. Who is going to stop them? All they have to say is national security.

try pluging in some Travis AFB frequencies--i can here them from Union Square area on my AOR's.
