Figured it out! My feed from Madison.

I live in Madison and have noticed that there aren't many online streams available ... Anywho - I move to a different apt this weekend, but when I can I'll have the stream going. Seems to be working well! It'll be on tonight and I encourage you to listen and let me know how it sounds. Two ways to get to the feed. 1) http://76.204.102.185:8100/listen.m3u
or go to macstreams.com, click on the button on the right that says "all streams compacted" and scroll through until you find my stream - "Madison, WI Fire Department and Dane County Fire/EMS" Let me know if you have problems - I can help. I plan to keep working on this and have a couple different area streams - after I move, that is.

It'll be on all day today ... It's a Pro 97 (handheld) just Radio Shack's 800MHz antenna.
Let me know your comments.

You might have better results using Windows Media Encoder http://www.microsoft.com/windows/windowsmedia/forpros/encoder/default.mspx

Most people have problems with Real Player or Winamp feeds

Here is how to set it up
Go to your programs and look for Windows Media and choose Windows Media Encoder

When it opens Choose Broadcast a live event

Device options will open, Left click audio if you do not see a check mark there

Click the drop down box and choose audio device, Leave it at (default audio device) if you are not sure what to choose

Click Next
Now you see broadcast Method
Choose Pull from the encoder
Click Next

Now you see Broadcast Connection
Choose the port you want to use, if you are not sure just leave it at 8080
** You must also go to your firewall settings and open this port or nobody will be able to get on the feed, you can wait until your done with encoder setup to do this.
Click Next

Now you see Encoding Options
click on Audio drop box and make your choice, if you are not sure choose Voice quality audio (CBR)
That works good for me.
For Bit Rate choose 19 (that works for me)
you can always play around with the settings later if you are not happy with how audio sounds
Click next

Now you see Archive File
You can save a media file of your feed by checking the box and naming file
WARNING!! This will be a huge media file because it is not voice activated and will record until you stop it.
Do not check box unless you want to archive.
Click Next

Now you see Display info
You can put whatever you want in the boxes, people on your feed will see what ever you put in Title & Author box.
Click next

Now you see settings review, Click Finish

If you see a pop up click ok

Now you see just the big encoder box, click start encoding
Click Mixer at the bottom left corner of encoder box, The default is Microphone, but you want to check "Line In" box
Now raise the volume to about the 3rd line, that works for me and you can always change it
That's it, you are now broadcasting!

i'm glad it worked for a couple of folks - i'm currently in the process of moving ... across town, that is! but i hope to get this "permanently" set up soon.
