100% TG 102 is SNI Marshals. I set it on discovery for the last day and just listened to it... yeah... I feel like I should have cracked a beer and grab the popcorn... they apparently think they are CB's.....

120 - sounds like Highway or Public Works but I'm not totally sure
Also got hits on TG 100 and 110, but no idea what they are

We definitely have enough for a submission now, so I'll whip up something of all the confirmed things.
Thanks everyone for all the help on figuring this out, I'll start searching for some more unknowns and if I find anything I'll post it, seems like new stuff is coming up all the time when I do searches.

I just saw the submission you sent Seneca Nation of Indians Trunking System, Regional, New York - Scanner Frequencies in and I'm a little confused by it, I had no idea the frequency 453.2875 mhz tg=102 had anything to do with the Casinos in Buffalo or Niagara Falls tg=102 they are driving all around and they sound like security or police, I agree they are probably SNI but are they patrolling on a Indian Reservation or are they patrolling for a Casino . Don't know how this works for Seneca Nation of Indians, The way the System is I would think that anyone seeing this is going to think that they will be listening to traffic from the casino ??

The system has multiple sites, and those are where the sites are located, regardless of whether TG 102 has anything to do with activity at the casinos or not.

Sites on SNI property/territory. Makes sense

I listened to a bunch off them and it sounds like some type of security/police force. Listening to those sound clips I recall one of the units was on the a highway (most likely I-190) in Buffalo mentioned getting off Erie St and something else about Washington St which both are close to each other and exits on I-190.

Have you guys checked any of the other frequencies licensed to them?
I see 424.1125, 424.3875 & 453.2875 (are licensed for Niagara Falls), 460.0625 (licensed for Buffalo) , 460.1250 (licensed for Irving), 460.2375 (licensed for Irving & Buffalo), 460.3375 (licensed for Limestone & Cuba) , 460.4625 (licensed for Cuba), 460.6000 (licensed for Limestone).
