Here in Norfolk County and I'm sure at other Fire Departments I keep hearing that a unit is responding Par 4, Par 18 etc.

Is it a measure of how serious the incident is?

Personnel Accountability Report. Basically how many firefighters are in the vehicle.

Sometimes they'll use it onscene as well to make sure all firefighters in a sector are accounted for.

What about the term RIT as in 5 personnel in truck, 3 RIT ?
RIT stands for Rapid Intervention Team (same as RIC - Rapid Intervention Crew). They are a team of firefighters whose sole purpose is to rescue other firefighters that may be trapped, injured or otherwise disabled.

And if they said RIT 3 they would be stating their sector # to command. The sectors go in numerical order of assignment from the incident commander. (i.e. Fire Attack 1, Search 2, RIT 3, Vent 4, and so on.)
