Who is FP17? Fire Prevention? I haven't seen that one before.

My first thought was Fire Police. But Arizona doesn't have fire police like PA and a few other states do. They're a part of some volunteer fire companies, and provide crowd and traffic control at fire and accident scenes to help free up local PD and keep them patrolling the streets, instead of dealing with the crowd & traffic control. My dad was a fire police officer when I was a kid growing up just outside of Philly. That's what got me into listening to a scanner, and other radio hobbies.
