I get an excellent signal from MARCS-IP and all public service agencies come in very clearly, yet I get nothing from CEI TGs. I'm using a Uniden 436 and I do have the "Utilities" service type turned on.
As Swipesy and davidzimmerman have posted, CEI has several TG's that are active.
However, I don't hear a great deal of voice traffic. Typically I hear them the most active just after storms (power outages).
One other comment, one of their Cuyahoga County TG's is used for DATA transmissions. Probably a MDT type setup. That would account for the low volume of voice traffic.
