This is the first time that i've seen encrypted traffic. I hope I don't see it very often. Also, I thought that on SIRN dispatch was required to be unencrypted.

Directly from Section 6 - Talkgroup Use and Restriction, sub-para b. of the SIRN SOP:
"No dispatch talkgroups shall be encrypted."

There are already several jurisdictions within the system that don't seem to adhere to that policy. Apparently, the SOP seems to be more like a list of suggestions, than a regulatory document.

If you're in a county that elects their sheriffs--as WV counties do--this is topic that should be openly discussed and used to hold our elected officials accountable to their constituencies.

On this site, however, the sentiment I expressed above will be met various degrees of finger-wagging, name-calling, and other reprimanding comments at the mere mention of encryption, so please be prepared for that if you discuss this in an open thread.

Sorry for your troubles over in Brooke County.

I was looking through my logs. I wonder if this might be bad decodes. As you can see below the same radio user (RID) is switching encryption on and off in short succession. Also, it's not just Brooke Co. I also found an example from the state police.

Don't forget Berkeley County sheriff's office kept their dispatch TG, moved all communications from it to one of their TAC channels and then encrypted it. Don't put it past anyone to sneak around the rules of the SIRN. All they did was move communications and keep the titles of the TG's.

Brooke Co. Isn’t Encrypted cause I get the same thing sometimes on DSD but on the sds100 they are in the clear

Some of my co-workers are first responders. I asked them if they knew anything about Brooke County SIRN encryption.

I was told that encryption is now available on some law enforcement talkgroups.

I was looking through my DSD+ log files tonight. It looks like this is both bad data and some encrypted traffic.

Here are some log entries that are likely encryption. All are "Law tactical" which I believe is a TG that requires or allows encryption. All are using AES encryption (Alg=AES). AES is used on P25 systems. Finally, the encryption key is the same for all traffic (KeyID=1220).

And now some bad data.
Various AlgID's and KeyID's on various talkgroups. I'd say that this is what n8jsw mentioned with DSD. It looks like DSD sometimes does not decode the data properly. I'm not complaining about DSD. It's much less expensive than a Hardware P25 scanner.

Based on your DSD log probably dispatching or chatting on the secondary channels that they are allowed to be encrypted.
