And what audio issue specifically?

Do you hear the static when you listen to the speaker in your scanner? Is this static that you are actually receiving or is the static being introduced after your scanner?

It’s clear when I do not have anything plugged into it but when I have the audio cable plugged in to be able to hear it on the scanner it sounds staticy

So it sounds fine coming out of the built in speaker to your scanner but it doesn't sound good coming out of the PC correct?

First thing I would check is if you have the output of your scanner (volume) turned up to high. A lot of computers have a MIC input instead of a LINE input which is expecting a very low signal level, you might be over-driving or distorting your PC audio input.

Also could be a bad audio cable. Do you have another to try?

Do you have a link to your feed so we can have a listen and perhaps get a better idea of what is going on?

I will try that out to turn up the scanner audio to high & yes I do have a link but the feed I run is not a very high traffic it’s here and there when a call gets dispatched

It could be some mains hum that's being added to the audio causing interference and you might need to get a ground loop isolator transformer, which are easily found on ebay but are probably also found in local shops when you know what to look for.

Some windows audio settings include a selection to ignore any DC components on the mic/line in connector. See if that are available.

Tyler, I downloaded an archived file from your feed and listened to it/looked at it in a waveform editor - the audio signal going into the PC is way too hot. You need less signal, not more, going into your feed computer. It sounds staticky because the input is being overdriven and causing the sound to be distorted. Start by getting the volume level down to a level the computer can handle. Here's a free tool you can use to set your volume level:

Audio Level Meter

You want your audio level to peak at not more than -4 using this meter. If it gets higher than that, you risk running into problems such as what you are experiencing. Set your scanner to a weather frequency and use this meter to adjust your volume so that the meter peaks at around -4 ... this will get you going in the right direction.

As Joshua said, using a mic input instead of a line input can cause a multitude of problems. Mic inputs are notoriously sensitive to the strength of an input signal and can easily be overloaded. Are you using a mic input or a line input?
