FL Mutual Aid repeater question

The Florida Incident Field Operations Guide is available online at

Appendix A deals with radio protocol and lists mutual aid frequencies.

Is it correct that in all cases where a frequency pair is listed, that the first frequency is the repeater output, and the second frequency is the repeater input? The text is not explicit on this point.
