Flashing White Scroll Bar

Hello. Does anyone know why my bottom scroll bar flashes white on and off at times? I don't recall any specific times, but just a few minutes ago, working on a post, it just flashes off and on. Its annoying.

While I'm at it...does anyone know how to fix a zoom in problem. What I mean is when I try to enlarge a picture, only a tiny third of shows from the top down to black space.

I'm using a MS Surface Pro 5. Windows 10. I've gone thru all the settings in this tablet, making things larger, smaller, etc. No luck. I've been putting up with this for months now, and no research has been able to fix it.

It is here Flashing White Scroll Bar. I have Lenovo laptop and to zoom out you hit the FN and spacebar and same to return it, so you might want to check a key combination.
