I sometimes listen to Brant County fleetnet and when I do I receive some GTA talk groups. Such as

8672 21e D OPP 1OPS39 Burlington 5Charlie Law Dispatch

which is nowhere near Brant County. I'm wondering why I'm receiving this? Is this normal?

That may not be uncommon. I sometimes get Midland and Barrie and less frequently Niagara. I don't have a technical answer for you, but I'm sure others have noticed the same thing over the years.

It is absolutely normal. The talkgroup above is one of the 2 'patched' talkgroups that both Niagara 5Golf & Burlington 5Charlie use.

5Charlie units also cover Hamilton, right out to the Brant County and Haldimand Co lines.
Occasionally they are heard on the Brantford tower that I assume you are listening to.

First of all, you'd better check your maps. Brant County goes all the way out to the Hamilton boundary which Burlington OPP patrol so the two detachments patrol adjacent areas.

It's been that way for years. The old Brantford detachment patrolled up to the old Hamilton-Wentworth line and Burlington OPP patrolled the area just on the other side of the line.

As for your question, I don't really understand it.

Are you saying when you listen to the Brant County 1OPS01 talkgroup, you hear 1OPS39?

Or are you saying, when you listen to the Fleetnet tower located in Brantford, you hear 1OPS39?

The first wouldn't make sense as London Comm Centre dispatches Brant County and Orillia Comm Centre dispatches Burlington.

The second would make sense since the area that Burlington OPP patrols, comes pretty darn close to Brant County (and the Brantford Fleetnet tower).

You dont normally hear the Niagara/Burl Patch on Mowat but if you can hear it on Brittania, Fonthill, Skylon or Charlton.

I dont listen much anymore to Fleetnet at work but on King City you can pretty much hear every district up to this side of Georgian because they often use patches.
