So running DSD on the York Site (Site 228), I've noticed that Rock Hill will constantly change their LCN between 215 and 491. Does anyone know why that would be?

Sounds like the system is rotating control channels. The reasoning from this varies but it is likely set up to do so just for balancing the wear and tear on the repeaters themselves since a control channel is always constantly transmitting.

The control channel is not rotating. The adjacent site is just broadcasting 2 possible CC’s for the adjacent site.
